CS DUALE REASSURES PARLIAMENT OF THE MINISTRY’S COMMITMENT TO HAVE KENYA SPACE AGENCY FUNCTION EFFECTIVELY

The Cabinet Secretary for Defence Hon. Aden Duale has reiterated the commitment of the Ministry of Defence to ensure that the Kenya Space Agency (KSA) is fully operational and is equipped with the requisite personnel to facilitate effective and efficient operations at the Agency as it undertakes its mandate of promoting, coordinating and regulating space-related activities in the Country.

He said steps are in place to ensure that the personnel in senior management and other technical positions at the Agency have the necessary job security and attractive terms and conditions of service.

Hon. Duale made the remarks today at Parliament Buildings when he appeared before the National Assembly Public Investment Committee on Governance and Education to respond to questions raised by the Members of Parliament.

He informed the Committee chaired by Bumula Member of Parliament Hon. Jack Wamboka that KSA has obtained the necessary approval from the Salaries and Remuneration Commission (SRC) and the State Corporations Advisory Committee (SCAC) on developing human resource instruments, job evaluation grading, career progression guidelines and the human resource policy. However, the CS noted that the Agency has continued to experience budgetary constraints to execute the recommendations.

The CS further disclosed that already, the National Treasury has requested that KSA provide a comprehensive proposal on a phased implementation of the approved salary and remuneration structure which the Agency is working on and shall submit in due course.

Hon. Duale assured the Members of his commitment to work closely with the Cabinet Secretary in the Ministry of National Treasury and Economic Planning to ensure that the necessary approvals are obtained and the KSA staff establishment is filled accordingly.

Hon. Duale reaffirmed the aspirations of MoD leadership to ensure that KSA becomes a fully-fledged Government parastatal due to its special role in contributing to the socio-economic development of our Country by providing critical data necessary for strategic decision-making.

During the proceedings, the CS was accompanied by the Vice Chief of Defence Forces (VCDF) Lieutenant General Jonah Mwangi, KSA Director General Brigadier Hillary Kipkosgey and other senior officials from KSA.
