On Thursday, December 19th, 2024, Defence Cabinet Secretary Hon. Soipan Tuya, accompanied by Chief of the Defence Forces General Charles Kahariri (also Chairman of the Board of Directors of Defence Forces Welfare Services, DEFWES), officially opened the Embakasi Garrison DEFWES Mall and launched the DEFWES Strategic Plan for 2025-2029. This five-year strategy aims to enhance the effectiveness, efficiency and relevance of DEFWES, aligning with ongoing administrative reforms under the Kenyan Constitution.
In her address, Hon. Soipan Tuya emphasized that DEFWES, as the welfare agency for KDF personnel, veterans, and their families, is dedicated to their social, economic, and cultural well-being. She reaffirmed the Ministry of Defence’s commitment to ensuring that soldier welfare remains a top priority.
“MOD has championed reforms to ease the cost of doing business for DEFWES and will continue to engage the government and other stakeholders to ensure that the morale and welfare of soldiers are maintained at the highest levels,” said Hon. Soipan.
General Charles Kahariri commended the launch of the Strategic Plan as a significant step forward, marking the beginning of an era of exciting developments. He assured soldiers that DEFWES would continue to provide affordable and quality services, making their outlets the preferred destination for KDF families.
“The aim is to offer affordable and quality services, bringing them closer to the environments where our soldiers live and work,” added the Chief of the Defence Forces.
Brigadier Peter Limo, Managing Director of DEFWES, expressed confidence that with the continued support of the government and key stakeholders, DEFWES is poised to make significant contributions in both economic and technological advancements.
“This year, the change of name is not just symbolic; it is a living reminder of our commitment to the welfare of KDF soldiers and their families. With the guidance of the Board of Directors, we have developed a five-year strategic plan, running from January 1st, 2025, to December 31st, 2029. This plan outlines seven strategic goals and objectives aimed at improving service delivery, advancing technology, developing human resources for marketing strategies, enhancing infrastructure, strengthening corporate social responsibility, and improving welfare services,” said Brigadier Limo.
The event was attended by Commander Kenya Air Force Maj Gen Fatuma Ahmed, Commander of the Kenya Navy Maj Gen Paul Otieno, Deputy Army Commander Maj Gen Mohamed Nur Hassan, and General Officer Commanding Eastern Command (EASTCOM) Maj Gen Luka Kutto. Also present were serving and retired generals, senior officers, members of the Military Women Association of Kenya, DEFWES personnel, and KDF families.
