HUMAN RIGHTS AND INTERNATIONAL HUMANITARIAN LAW TRAINING COMMENCES AT MOI AIR BASE

The Chief of Operations, Kenya Air Force, Colonel Kyalo Munyao, today officially opened The Human Rights & International Humanitarian Law Training seminar, facilitated by the United States Defense Institute of International Legal Studies (DIILS) at the Talanta Auditorium, Moi Air Base.

The goal of the seminar is to explore effective means of combating terrorism within the rule of law, with an emphasis on the importance inter-agency cooperation. It is designed for military officers who are involved with combating terrorism through law enforcement or military means.

Speaking during the event, Col. Munyao underscored the importance of observing International Humanitarian Law (IHL) and Law of Armed Conflict (LOAC) during operations, as well as avoiding collateral damage.

“It is important that we deepen our understanding of the relevant laws and explore effective methods of combating terrorism thus making us all highly effective advisors to policy-makers,” He added.

The US delegation was led by senior special operations Kenya United States Liaison Office (KUSLO) Liaison Officer Colonel John Cowan. He noted the mutually beneficial bilateral relationship that exists between Kenya and US. He underscored the importance of the 3 days seminar, stating that it offers an opportunity to share and exchange best practices on operations while observing human rights and international law.

Also present during the event were Senior officers, officers and service members from both the Kenya Defence Forces and the United States Armed Forces.
