Chief Administrative Secretary (CAS)
Hon. Peter O. Odoyo is the Chief Administrative Secretary (CAS) for the Ministry of
Defence, Kenya. The post supports the Ministry of Defence in the areas of Policy,
Parliamentary Affairs and Co-ordination with the County Government related issues.
The position also Deputizes for the Cabinet Secretary (CS) as the case may warrant.
By profession Hon. Odoyo is broadly a Politician and a trained Economist. He was elected to represent the Nyakach Constituency, in Kisumu County, in the National Assembly of Kenya from 1997 until 2007 and served among others as the Vice Chair of the Finance,Trade and Planning Committee from 1998 until 2001.
Hon. Odoyo also held various Assistant Minister positions in the Ministry of Foreign
Affairs, Ministry of Labour and Ministry of Regional Development. He was a member of the World e-Parliament and was for many years their Co-coordinator in Kenya and the East Africa Region. He also served in the Public Accounts Committee in 2005-2007.
At a personal level, Hon. Odoyo has written and published articles on management,leadership, diplomacy and economics in the local and international papers and magazines.
He was a Senior Consultant with Price Waterhouse Management Consultants and also worked with the USAID Mission in Kenya and with the UNICEF East and Southern Region Offices as an Economic Consultant.
Hon. Odoyo holds a BSc (first class) Honours degree in Economics from the University of Wales, UK and an MBA with distinction from the University of Bradford, UK. He is a member of the Kisumu Economic and Social Council, the Economic Society of Kenya and and the Kenya Institute of Management.
