The Defence Cabinet Secretary, Hon. Soipan Tuya, has signed Performance Contracts (PCs) for the 2024/25 Financial Year with Defence Principal Secretary Dr. Patrick Mariru, along with Chairpersons and Chief Executive Officers of the Semi-Autonomous Government Agencies (SAGAs) under the Ministry of Defence (MoD).
The SAGAs include the Kenya Ordnance Factories Corporation (KOFC), Kenya Shipyards Limited (KSL), National Defence University-Kenya (NDU-K), Kenya Meat Commission (KMC), and the Kenya Space Agency (KSA).
This signing follows the recent Performance Contracting exercise between His Excellency President Dr. William Ruto and Cabinet Secretaries, aimed at tracking the progress of key projects and programs across the country.
Hon. Tuya affirmed MoD’s commitment to fulfilling its constitutional mandate while advancing the government’s national development agenda. She underscored the Ministry’s resolve to support its agencies in maximizing their potential, encouraging leaders to ensure profitability and maintain their status as centers of excellence.
“This exercise is critical for maintaining focus on the Ministry’s strategic objectives and aligning with national priorities. The commitments made today will contribute directly to the implementation of the Fourth Medium-Term Plan of Kenya Vision 2030, integrating the Bottom-Up Economic Transformation Agenda,” she stated.
The Cabinet Secretary also emphasized the importance of collaboration, leveraging strengths, and teamwork to ensure the successful execution of these commitments.
Chief of the Defence Forces (CDF) General Charles Kahariri underscored the vital role of MoD’s Semi-Autonomous Government Agencies (SAGAs) in national development. He emphasized that these agencies, through the Directorate of National Security Industries (DNSI), must ensure efficient resource utilization and strive for maximum profitability while minimizing wastage.
Principal Secretary Dr. Patrick Mariru who is also the Ministry’s Accounting Officer, pledged to lead MoD team in maintaining financial prudence, emphasizing its importance for effective public service delivery.
The event, which was also attended by senior Ministry leadership, both military and civilian, reinforces MoD’s commitment to excellence and accountability in supporting Kenya’s socio-economic transformation.
