Moi Air Base, on 10 April 2025, hosted a sensitization forum aimed at engaging both military and civilian staff on the proposed Defence Civilian Staff Policy (DCSP).
The event was part of ongoing consultations by the Ministry of Defence to gather feedback and ensure the policy aligns with the needs of both civilian and military personnel. The forum was designed to promote inclusivity in the policy development process.
The policy technical team paid a courtesy call on the Commander of the Kenya Air Force, Major General Fatuma Ahmed, who expressed her support for the proposed policy, emphasizing its potential to enhance relationships and collaboration between civilian and military staff within the Ministry of Defence. She highlighted the importance of creating a cohesive and professional working environment through inclusive policy development.
The Secretary Administration, Mr. Isaac Masinde, representing the Principal, Secretary for Defence, Dr. Patrick Mariru, led the technical team. He provided an overview of the proposed policy, outlining its objectives to create a structured and transparent work environment for civilian staff.
He noted that the policy would address key areas such as career progression, welfare, and performance management for civilian personnel.
Following the presentation, civilian staff participated in an open discussion, offering suggestions and raising concerns. Key issues discussed included the need for clearer job roles, equitable promotion opportunities, and improved communication between civilian staff and military leadership.
The technical team carefully noted these contributions to incorporate them into the final policy.
The Commander Helicopters, Colonel Simon Buuri, representing the Base Commander, Brigadier Benard Oluoch, thanked the technical team and civilian staff, acknowledging the vital role civilians play in supporting the Kenya Air Force. He stressed that strong collaboration between military and civilian personnel is essential to institutional success.
The policy team included senior officers such as Dr. Lilian Nzavi, Director of Human Resource Management and Development, and Brigadier Faustino Lobaly, Chief of Inspectorate at Defence Headquarters. Their presence underscored the Ministry’s commitment to an inclusive policymaking process.
