MINISTRY OF DEFENCE EXPANDS CIVILIAN STAFF POLICY SENSITIZATION TO KENYA ARMY HEADQUARTERS

The Ministry of Defence (MoD) today extended its ongoing sensitization exercise on the Draft Defence Civilian Staff Policy (DCSP) to Kenya Army Headquarters and Defence Headquarters military personnel.

The initiative, which began last week in the coastal region, has already engaged military and civilian personnel at the Kenya Navy Headquarters and Mariakani Garrison. Leading the exercise was Defence Secretary Administration, Mr. Isaac Masinde, accompanied by the policy’s technical team.

The sensitization session at Kenya Army Headquarters commenced with Mr. Masinde and Director of Human Resource Management and Development, Dr. Nzavi, paying a courtesy call on the Commander Kenya Army, Lieutenant General David Tarus.

In his remarks, Lt. Gen. Tarus emphasized the crucial role of civilian staff within the Ministry of Defence, noting that the policy will strengthen civilian-military relations and enhance collaboration in fulfilling the Ministry’s mandate.

Brigadier Bernard J. Korir, Commandant of the Defence Headquarters Camp Administrative Unit (DHQ-CAU), led Kenya Army Headquarters personnel in subsequent discussions on the policy at the Officers’ Mess. The engagement provided a platform for gathering feedback and refining the proposed policy to ensure seamless integration and operational efficiency.

A well-structured policy framework will guide implementation and compliance, ultimately contributing to a more effective defense administration and enhancing the Kenya Defence Forces’ mission readiness.

Also present were Chief of Inspectorate at Defence Headquarters, Brigadier Faustino Lobaly; Managing Director of Defence Forces Comrades Association (DEFOCA), Brigadier Joakim Mwamburi; DHQ-CAU Commanding Officer, Lt. Col. Wycliffe Barasa; senior officers, officers, and service members.
