Kenya Defense Forces (KDF) troops serving under the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) have been commended for exemplary measures to curb Sexual Exploitation and Abuse (SEA) in mission areas.
The commendation was made by Brigadier General Richard Tobias Chagonapanja, Commander of the Force Intervention Brigade, during his visit to the Kenya Quick Reaction Force (KENQRF-4) troops in Beni Territory. He praised their proactive approach in ensuring adherence to the highest standards of discipline and conduct.
SEA is classified as gross misconduct, with severe implications for the UN’s credibility and efforts to protect civilians (PoC). Violations undermine trust between peacekeepers and local populations, threatening the mission’s success. To address this, the UN enforces strict protocols and emphasizes the importance of ethical behavior among its personnel.
Brigadier General Chagonapanja emphasized the role of integrity in leadership, quoting General Dwight D. Eisenhower, and highlighted the KENQRF’s exemplary conduct. He noted their commitment to the UN Code of Conduct, compliance with directives, and respect for local communities.
KENQRF’s success in this area stems from several initiatives:
• Continuous SEA Awareness Training – Troops are regularly sensitized on the importance of preventing SEA.
• Zero-Tolerance Policy – Strict enforcement against SEA and sexual harassment.
• Adherence to Non-Fraternization Policy – Maintaining professional boundaries with local populations.
• Monitoring and Reporting – Led by the KENQRF National Investigation Officer and SEA focal point, Captain Anne Ngina, the unit ensures accountability and compliance with MONUSCO regulations.
These measures reflect the KENQRF’s unwavering dedication to maintaining professional standards, reinforcing MONUSCO’s mandate to protect civilians, support security sector reforms, and promote the Disarmament, Demobilization, and Reintegration (DDR) of ex-combatants.
