Commander Kenya Navy, Major General Paul Otieno, welcomed a delegation from the Defence Civilian Staff Policy at the Kenya Navy Headquarters in Mtongwe on 24 March 2025.
The visit aimed to foster an integrated defence workforce by enhancing collaboration and clearly defining the roles of military personnel and civilian staff.
Led by Defence Administration Secretary Mr. Isaac Masinde, the delegation began with a courtesy call to Major General Otieno, where they discussed key policy matters and strategies to improve the work environment for both civilian and military personnel. This initiative seeks to promote synergy and operational efficiency within the Kenya Defence Forces (KDF).
As part of the visit, the delegation engaged in an open forum discussion with Kenya Navy officers and service members. The dialogue focused on refining the roles, training, and capabilities of civilian staff to enhance the effectiveness of support services within the KDF. Strengthening these areas is essential to ensuring the KDF remains well-equipped to safeguard Kenya’s territorial integrity.
During the session, Mr. Masinde presented policy recommendations aimed at improving working conditions, training and professional development opportunities, welfare, and cultural integration. These measures are intended to enhance public service delivery within the defence sector.
Brigadier Faustino Lobaly, Chief of the Inspectorate at Defence Forces Headquarters, highlighted the vital contributions of civilian staff to defence operations. He emphasized the need for policies that address interactions and cultural differences between civilian and military personnel, which are crucial for fostering a cohesive and productive work environment.
