The Defence CS, Hon Soipan Tuya, on 2nd April 2025, officially inaugurated the International Peace Support Training Centre (IPSTC)’s new modern Counter-Improvised Explosive Device (C-IED) Complex at the Humanitarian Peace Support School (HPSS), marking a significant milestone in enhancing Kenya’s and the region’s capacity in counter-terrorism and peace support operations.
The facility is designed to provide advanced training in detecting, mitigating, and responding to IED threats, which are a major challenge in modern conflict zones and peacekeeping missions. The C-lED Complex will serve military, police, and civilian personnel from Kenya and partner nations.
While giving her remarks, Defence CS, Soipan Tuya expressed the government of Kenya’s gratitude to the Republic of Germany for funding the construction C-IED facility. She also pointed out that the support strengthens the deep bilateral ties between the two countries.
The CS Defence reiterated that in supporting the construction of the C-IED complex, Germany has demonstrated its commitment to supporting Kenya’s determined pursuit for regional and global peace and stability by enhancing our country’s defence and peace building capabilities.
She equally, extended appreciation to international partners and members of the Joint Control Board who have over the years supported the International Peace Support Training Centre to become a regional centre of excellence in education, training and research.
Hon Tuya acknowledged Kenya’s unwavering commitment to fostering stability and prosperity both within and beyond our borders.
” We are proactively engaged in regional and global peace missions, exemplifying our dedication to upholding the values of peace and security. Through deployment of troops, expertise, and resources, Kenya continues to play a central role in advancing the cause of lasting peace. We take cognisance of the fact that Kenya is a regional anchor state that has led in efforts to find peace and stability regionally and globally,” Said Hon Tuya.
The Defence CS applauded the close working relationship with the United Nations Security Council, which has aided to champion interventions and frameworks that seek to address Regional Peace and Security, Countering Terrorism and Violent Extremism, Peace Support Operations and Climate Change.
The CS urged those present to seize up the opportunities to partner with like-minded entities in seeking advancement in priority areas including training and innovative capacity building, and dedicated funding for equipment and personnel. She urged all stakeholders to use a galvanized approach that will address complex peace operations and develop synergies that advance collective good.
German Parliamentary State Secretary of Defence, Mr Thomas Hitschler speaking at the event, expressed his gratitude to all stakeholders for their invaluable support in bringing the project to fruition. He formally handed over the Complex as a symbol of their strong and collaborative partnership.
Germany Ambassador to Kenya, his Excellency Ambassador Sebastian Groth affirmed Germany’s support as he acknowledged the good cordial security relationship between the two countries and pointed out Kenya’s significant role in supporting peace operations in the region. He called out for a collaborative approach for peace initiatives in the region.
GOC EASTCOM, Maj Gen Luka Kutto reiterated that the C-IED Complex will offer the necessary skills that fit the contemporal counter IED challenges that KDF has been facing.
Director IPSTC, Brigadier Joyce Sitienei acknowledged the support of KDF leadership and Germany’s funding of the project that has so far made the IPSTC an epitome of excellence.
The eight- block C-IED complex will strengthen East Africa’s counter-terrorism capabilities, particularly against terrorist groups like Al-Shabaab, which frequently use IEDs. The centre will also support the African Union (AU) and UN peacekeeping missions by improving troop preparedness.
The C-lED Complex capabilities includes simulation labs, forensic investigation tools, and field training areas for realistic IED response scenarios
The new C-lED Complex reinforces Kenya’s role as a regional hub for peace support training as it contributes to the global fight against terrorism by improving IED threat reseponse. The know-how of the Counter IED will enhance the safety of peacekeepers and civilians in conflict-prone areas.
The event was graced by KDF Senior Officers, high-ranking government representatives from the Ministry of Defence and Ministry of Interior, Diplomats from partner nations, Senior Officers, Officers and Service Members.
