The Chairman of the Military Veterans, Major General (Rtd) Lucas Tumbo, led a team from the Defence Forces Comrades Association (DEFOCA) on a two-day tour of the North Eastern Region to sensitize and recruit new members into the Association.
DEFOCA serves as a vital pillar in Kenya’s welfare system for retired military personnel. Operating under the Trustees Act Cap 164, the Association offers crucial support and resources to service members transitioning into civilian life. Understanding the unique challenges associated with this shift, DEFOCA provides a structured support system to ensure retired personnel reintegrate into their respective counties with dignity and purpose.
The Association’s operations are guided by a robust governance framework aligned with its mission and values. Oversight is provided by a Board of Trustees chaired by the Chief of the Defence Forces, which serves as the policy-making body. The Board of Management, chaired by the Assistant Chief of the Defence Forces – Personnel and Logistics, implements these policies, ensuring that DEFOCA’s objectives are achieved efficiently. Day-to-day operations are managed by a dedicated team led by the Managing Director, Brigadier Moses Leriari, who oversees the execution of DEFOCA’s programs and initiatives.
In his address, Major General (Rtd) Tumbo emphasized the importance of adherence to the Association’s guidelines. He reassured the members of DEFOCA’s unwavering commitment to empowering retired military personnel—economically, socially, and emotionally. He noted that the Association offers a broad range of support services designed to address the diverse needs of its members.
“DEFOCA provides financial assistance and revolving loans as a safety net for those facing unexpected challenges. Additionally, socio-economic activity grants enable members to engage in entrepreneurial ventures and other income-generating activities. These initiatives not only promote economic independence but also leverage the skills and discipline developed during military service, enabling retired personnel to contribute meaningfully to their communities,” emphasized Maj Gen (Rtd) Tumbo.
DEFOCA’s holistic approach to welfare goes beyond economic empowerment. The Association actively monitors the social well-being of its members, offering guidance to help them avoid pitfalls such as social vices or misuse of military-acquired skills. Through these efforts, DEFOCA ensures that retired personnel remain productive and positive contributors to society.
