The Vice Chief of Defence Forces Lieutenant General John Omenda has today hosted the Chairperson of the Ceasefire & Transitional Security Arrangements Monitoring & Verification Mechanism (CTSAMVM), Maj Gen Hallu Gonfa Edossa (outgoing chairperson) for a courtesy call at Defence Headquarters, Nairobi. The purpose of the courtesy call was to exchange views on the security developments in the South Sudan on the implementation of the Transitional Security arrangements and also introduce the incoming chairman Maj Gen Yitayal Gelaw Bitew.
The Intergovernmental Authority on Development’s (IGAD) Monitoring and Verification Mechanism (MVM) was established to monitor the Cessation of Hostilities Agreement (CoHA)signed by the Parties in January 2014. In August 2015, the MVM transitioned to become the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM)following the signing of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS). The ARCSS stipulated that the CTSAMM be responsible for monitoring and verifying the implementation of the Permanent Ceasefire and Transitional Security Arrangements (PCTSA).
The mandate of CTSAMVM is monitoring, verification, compliance and reporting to the IGAD council of ministers and the revitalized joint monitoring and evaluation commission on the progress of the implementation of the PCTSA.
